This is interesting and I shall go to the website recommended. JLI has a new course next February 2019 specifically addressing crime and punishment. In the UK, school's isolate challenging pupils, which is abhorrent, and the unemployed are subjected to horrendous sanctions.
Punishment does not always work. People who present with society challenges do require people to work with them and hopefully guide them to a much happier fulfilled lifestyle. Torah can be a great starting point.
