In response to the notification of the marriage of your granddaughter, Ms. Rivkah, I would like to grant my blessing of Mazel Tov! Mazel Tov! May they build their home on the foundations of the Torah and its mitzvos as they are explained in the teachings of Chassidus. With regard to your questions:

a) Where is the source of the ruling of the Tzemach Tzedek regarding wearing a watch on Shabbos?

I have not heard of such a thing. It appears to me that there is no such [ruling] in his printed works. Perhaps there is a tradition that he made such a ruling orally.

b) How is it possible that Shabbos will convey blessing to the days that precede it?

This parallels the concept that, in certain contexts, the holiness of Shabbos begins on Friday, indeed, with regard to some matters, even before noon. [Thus it is evident that Shabbos has an effect on the weekdays that precede it.]
