The presenter sees to be confusing the Rambam's terms "Chalakim" and "Shniyos" with minutes and seconds. This is apparently incorrect. They are units of space not units of time.
The academic therms for the division of a circle are, (360°) degrees
Each degree is divided to (60') arc minutes
And each arc minute is divided in (60'') arc second
I guess that the presenter ment the same, but he would've been more clear if he would say ARC minutes and ARC seconds, I was also confused at he beginning.
