May I assume writing a Sefer Torah in English does not count?
It would not be considered a Torah Scroll, as a Torah has very specific rules about how it may be written. Not only in the original Hebrew but the fonts, the ink, the parchment, all of this need to be exact to be a Torah Scroll. That being said, one can fulfill this Mitzvah through the acquisition of printed Torah books as elaborated here
