Rice is a kosher ingredient. Bugs, however, are not, so it’s important to perform a cursory inspection to make sure that your rice is not infested. The cRc further advises that rice with added ingredients, as well as all canned, cooked, quick, and instant rice requires a reliable rabbinic supervision.

I picked up a bag of basmati rice the other day even though it did not have a הכשר.
I assume some things do not need it.
Like if you catch a kosher species of fish out of the ocean does it come out of the water with rabbinic approval?
Rice is a kosher species I don't see why it needs it.
By the way I chose this bag simply because I enjoy the taste over the other varieties available in that store.
