I just heard this wonderful conversation. Rabbi Zippel mentioned that he doesn't like using the words At Risk, but rather Unpolished Gems.
If I may take it a step further, I wouldn't even call them Unpolished Gems, but rather Polished, Pure and Beautiful ones! The only difference being that perhaps they may may be hidden a little deeper and require more effort to find.
