The Shabbat Before Tisha B'Av Is Unique
The Shabbat before the Ninth of Av is called Shabbat Chazon ("Shabbat of Vision") after the opening words of the day's reading from the prophets ("haftara"), which is the third of the series of readings known as "The Three of Rebuke."
On this Shabbat, say the Chassidic masters, we are granted a vision of the Third Temple; we may not see it with our physical eyes, but our souls see it, and are empowered to break free of our present state of galut (exile and spiritual displacement) and bring about the Redemption and the rebuilding of the Temple.

Amen. Somewhere in that Hebrew scripture I believe it may be in Isaiah 61 it says that this day will be turned into Joy. The way to do that is to build the temple that is how you turn this day into Joy you won't be mourning for the temple anymore because you will have it.
can you eat meat on this shabbos chazon?
Yes! The mourning of the Nine Days is not observed on Shabbat, we may eat meat and chicken and drink wine.

the ninth of Av falls on Shabbat this year so the fast is moved till Sunday naturally, but I'm wondering why Shabbat Chazon is still not the Shabbat before the ninth.on July 30th
Levush on Shulchan Oruch Orach Chaim 428:5 explains that because we want to read it in connection with Parshat Devarim. The rebuke in Devarim is similar to the rebuke in the prophecy of Chazon. There is similar language as well, Moshe said Eicha and Yeshaya says in the Haftorah Eichah as well.

Are you allowed to learn normal stuff like Gemarah or is it like Tisha Bauv?
In the Kollel Chabad calendar, written by Rav Chaim Naeh, it states: after midday on Erev Tisha B'Av, which is on Shabbos, one should only learn the sections in Torah that are permitted to learn on Tisha B'Av.
There is plenty to learn on these subjects, and 30 hours is not nearly enough to cover that amount of material.
