Divine Providence vs. Free Will
Man's only TRUE free will exists as INTENTIONS in the "upper worlds", i.e., degrees of desire to be like Creator.
One cannot compare finite, dependent, relative existence to infinte, independent, absolute existence, i.e., our life in the material realm to the eternal world of HaShem..
I am the LORD, and there is none else,
Beside Me there is no God;
I have girded thee, though thou hast not known Me;
That they may know from the rising of the sun, and from the west,
That there is none beside Me;
I am the LORD; and there is none else;
I form the light, and create darkness;
I make peace, and create evil;
I am the LORD, that doeth all these things.

destined and choice
rabbi asserts that good people flock to do good and HaShem picks who does it; and likewise "bad" people rush to do the bad that HaShem pre-ordains and HaShem "rewards" selects who gets to do it.
Conclusion, good are rewarded for doing good, and bad are punished for doing evil. Yet in both cases HaShem is in control.
