To Richard New Moon is definitely NOT a fasting day. Indeed, the opposite is so: a celebratory meal was obligatory in the time of the Temple, and many still adhere to that today.

"The shabbat was made for man, not man for the shabbat." its essence is to signify the deliverance from slavery, bondage and oppression, whereas slaves are force worked seven days a week. In essence, G-d is saying, I will make you more prosperous and free in six days then you ever were as slaves working seven. Thus, it is a unique covenant for mankind who will worship the true and living God and not bow to idolatry. Essentially, we are therefore, to rest in Him. This is true for all areas of our lives. For He is Lord, even of the shabbat.
