Halacha 13 is very significant since it suggests that anyone who wants to devote himself totally to knowing Hashem and His Torah is allowed to do so. Did the Rebbe ever talk about this in his Sichos and encourage people to do this?
Some examples where the Rebbe discusses this are Likkutei Sichos vol. 13 page 9, and vol. 23 page 209.
