How about this idea There was a recent court case in California which went up to a panel of judges on appeal. Most of the judges voted one way and the minority ruled another way. They all got a say, but the decision went after the majority. Michael and Gavriel may have a say in good or evil, but Gd makes one or the other the majority by voting with him, so Gd is responsible for how the verdict comes out. Judaism would never never never to the googolplex say that anybody is god except Gd.
