The fourth and final blessing in the Grace After Meals is known as "HaTov V'HaMeitiv" (He who is good and does good.) Is this blessing of Biblical or rabbinic origins?

Rabbi Mendel Kaplan is the Spiritual Leader and Executive Director of Chabad Flamingo in Thornhill, Ontario, serving one of Canada’s most dynamic Jewish communities.
