Giving Everyone This halacha was written regarding a poor person. It explicitly mentions an 'oni.' If you know that the person asking is poverty stricken you should not turn them away.
Regarding organizations that reaches out, one should always attempt to give to as many charities as they can although this is not what the halacha is referring to. Reply

34:8 "We must not turn away anyone empty-handed who asks for help". Does this mean anyone who asks us in person or on the phone? Are we obligated to give to anyone who asks via the mail or email? Reply
