Leviticus 27:16-22 "And if a man shall dedicate some part of a field"

A person who wants to make a contribution to the service of HaShem equal to the value of his field, consults the priest.

The field is evaluated according to the guidelines set in the Torah and the donor is commanded to contribute that amount.
