Not sure... It's a niggun composed (and I think organised by Rabbi Yosef HaLevi Weinberg A"H) by the chassidim in honour of the Rebbe's birthday. This was customary ever since the Rebbe's 70th/69th Birthday i believe. You have to ask the maskilim in "arum fun chassidus"... Reply
