Devarim (Deuteronomy) Chapter 30

11For this commandment about which I am commanding you today, is not remote from you; it is not far away.
לֹֽא־נִפְלֵאת הִוא מִמְּךָ - means: “it is not concealed from you,” similar to that which it says: כִּי יִפָּלֵא, 1 which Onkelos translates as: אֲרֵי יִתְכַּסֵּי “if it will be hidden”; and וַתֵּרֶד פְּלָאִים, 2 which means: she went down into concealment by being covered up, confined to a concealed location.
12It is not in heaven, that you should say, ‘Who will go up to “heaven” for us and fetch it for us, to expound it to us so that we can fulfill it?’
לֹא בַשָּׁמַיִם הִוא - It is not in heaven - for even if it were in heaven, you would have to go up after it and study it.
13It is not beyond the sea, that you should say, ‘Who will cross to the other side of the sea for us and fetch it for us, to expound it to us so that we can fulfill it?’
14Rather, the thing is very close to you, in your mouth and in your heart, so you can fulfill it.
כִּֽי־קָרוֹב אֵלֶיךָ - Rather, it is very close to you - for the Torah was given to you as a written document with its oral explanation.
