Kabbalah on the Bible - Ki Tavo

Great shiur, thanks! Very positive message about ahavas Yisroel and shleimus and simcha!

Two questions:
1) Why is the shiur called "Kaballah on the Bible"? It seems to be a combination of pshat and drush derech chassidus?

2) I appreciate the story of the Tzemech Tzedek, ztz"l, who encouraged the chassid to stay in Europe and bring Eretz Yirsoel there, because he was responsible for the well-being of so many Jews. But I'm wondering if the idea is as strong today. Meaning, the principle stated by the Tzemach Tzeddek is that service to the greater Jewish community is primary in any analysis of fulfilling the mitzva of yishuv EY; therefore, today, when so many people seem a bit stuck in chutz l'aretz and find it convenient to stay there, perhaps the chassid in the story, were he to be alive today, ought to move to EY to inspire his fellow Jews to fulfill this holy and challenging mitzva, which is likely to increase their spiritual growth. Plus, I assume that the Tzemach Tzedek knew that there was no one else available to take the chassid's place in his European shtetl. But, maybe, in today's world, unless we're discussing a major community leader or rebbe, it might be that a Jew like the chassid would be able to find someone else to step up to the plate to enable him to move to EY. Bottom line, from a Torah perspective, I understand that the mitzva of living in EY is incredibly important to Hashem and a big harbinger of the coming of Moshiach the final redemption, and I'm just wondering if Rabbi Kaplan would agree that such is the case and that it might be worth balancing out the message of the story. Kind of like: Ideally, one should try to move to EY, but of course, there are reasons to remain in chutz l'aretz, and if one does remain, one should endeavor to "go to shul every morning" and bring the atmosphere and holiness of EY into their lives outside the Land.
