On the first day of Adar, the announcement was made for everyone to give the half Shekel which was used for the public sacrifices.
This is described as a joyous occasion as indicated in the verse in 1 Chronicle: 29:9

Thus, we may infer the month of Adar had its underlying joy before the days of Purim as well.
The holiday of Purim is an added reason to be joyful as indicated in the Megillah, the month that was transformed from sorrow to joy. Reply
