Unlike Kochos Pnimim (e.g. Sechel, Tenuah, Shemiah) there is no Keli specific for Ratzon. Rather, Ratzon can act everywhere and anywhere in the body, although it is neither grasped by, nor fully revealed in any limb.

The fact that the impact of ratzon is instantaneous, as we see, indicates that it does not require Hislabshus in order to drive function.
