Yes that seems right, if the roof is completely removed, it's not a problem, but if the roof is merely uncovered (but still connected, like a retractable door) then it's a problem if the sechach was put up before the roof was uncovered. This seems to be the more common situation of 'removing' a roof (not actually ripping off the roof entirely), so the halacha would be correct here, though he didn't clearly say this distinction. Regarding the first example of building a Sukka Indoors, I thought that according to the Alter Rebbe, That’s not considered a problem of ‏תעשה לו מן העשוי, because when you remove the Higher Posul Roof from above the Sukka, That Action “makes” the Sukka into a Sukka, as long as you remove a completely? (So there is no need to pick up the Schach and put it back down.) I guess perhaps the Rabbi means the case where the roof is merely “removed“ by being turned from horizontal to vertical, but is not truly “removed“? see Hilchos Sukka 626:17 -?- Reply
