Why isn't Be Fruitful and Multiply one of the Seven Noahide Commandments? Reply

The Talmud Sanhedrin 59a-b notes why they are not commanded in a binding way. However, the Sheiltot notes that they are commanded.
The consensus is that since the Seven Noahide commandments are part of the general blueprint for a safe and sane world (Lashevet Yetzarah) and there are many offshoots of the actual seven. Having children is part of making the world a safe and sane world. So in technical terms, each individual is not commanded in this specific Mitzvah but the concept of having children is definitely an obligation on society to perpetuate their existence and settling the world.
