why do we say, " chelek eloka memaal mamash"?
it seems to be a contradiction to what we learn from the phrase: כי חלק ה׳ עמו וגו׳. Reply

By saying the blessing before drinking water, the rabbi is not rising its source to holiness, but instead, praising and blessing Hashem's name who give us the water. Reply
