I am going to fast. Especially due to the Anti-Semitism that I hear and see and have personal experience with. Landlords in Pennsylvania, Bloomsburg, Orangeville and Catawissa are completing Pograms against individual Zionist , Religious Jews, and the police have no idea, they are buying into the landlord prejudice and allowing "his word against her word" to decide the law, with no defense for the renter, whatsoever. The question asked "The ninth of Av begins ___ and ends___" By definition, the day begins at nightfall and ends at sunset, just as all days begin and end. I think the question would have your intended answer if it asked when the fast begins and ends. Reply

The time between sunset and nightfall is called "Bain Hashmashos". It has a unique halachic status, and is often considered to be both part of the past and the future day. Reply

I thought using time of sunset was for the masses, the not knowing. I thought the new day began at the appearance of the second star in the sky, or the time thereof. In that regard, the previous day ended at the sane moment. Am I mistaken? If so, please enlighten me. Reply

When the Jewish men cried in the desert by the incident of the spies, mourning their future death in the hands of the caananite nations, G-d said that as a consequence for their lack of trust in his word the Jewish people would have a real reason to cry on this day Reply

The significance of the candle is that the soul is likened to the flame of G-d, that is why on their anniversary of passing, we light a candle. Tisha B'Av, though, is primarily marking the anniversary of the destruction of the Holy Temples in Jerusalem, thus we mark it in other ways - such as mourning and praying for their being rebuilt very soon.
