Is the halacha essentially saying, "Look, you can surely live quite well in general on 90% of your net income, therefore it is incumbent on you to give 10% for tzedakah (charity)?"

As Jews we are obliged to give charity to all needy people; however, as indicated, there are priorities.

what would happen if a jew gave charity to a man who is standing outside the store, who is a different religion?
