A home can be built sunken underground so that the roof is not much higher than the surrounding ground.

There is indeed a blessing to be recited when installing a fence on a roof, quoted by many halachic authorities.
I recall seeing a ruling of the Ben Ish Hai that one does not say a blessing when fencing in a pit or a well. I would assume that the same applies to a pool.

NOWADAYS..
do we still recite a blessing if we build a fence on our flat roof? also the equivalent e.g. fencing in a swimming pool or balcony - do we recite a blessing?
