Show me the evidence
Rabbi Kaplan's assertion that captal punishment is a deterrent to murder is not supported by research on the topic. Additionally, there are many cases where convicted murderers are exonerated by DNA evidence. Thus, I conclude that the Rabbi's confidence in the deterrent value of capital punishment is unwarranted.
