From what I remember learning, yes bad deeds create bad angels.
I do not know if they hang around a person all his life but they do become the accusers in the final judgment of that persons life.
With sincere and a very high level of Teshuvah (repentance) they can be turned into good angels who then become a persons defenders.
And of course doing many more good things, helps drown out any accusers by sheer volume and number.
I am sorry I saw these comments only today I would have loved to post this when you were more likely to see it.
