Rashi's Commentary:

Chapter 34

1. Then the word of the Lord came to me, saying:   א.
2. "Son of man, prophesy concerning the shepherds of Israel; prophesy and say to them, to the shepherds: So said the Lord God: Woe, shepherds of Israel who were shepherding themselves! Do not the shepherds shepherd the flocks?   ב.
concerning the shepherds of Israel: concerning the leaders of Israel.
who were shepherding themselves: [Heb. אוֹתָם,] them. They enjoyed themselves with the money of their fellows who were under them.
Do not the shepherds shepherd the flocks: It is not the custom of shepherds to shepherd the flocks and not to shepherd themselves?
3. You eat the fat and you clothe yourselves with the wool; the fatlings you slaughter; the flocks you do not shepherd.   ג.
4. The frail you did not strengthen, the sick you did not heal, the broken you did not bind, those astray you did not bring back, and the lost you did not seek, but with strength and with rigor you chastised them.   ד.
The frail: [Heb. הַנַחְלוֹת,] those emaciated without strength, maigre in French, lean, which need strengthening, to support them with the hand.
you did not bind: to bind the fragments of the bone, one with the other, as is the practice of the physicians.
those astray: who strayed from the midst of the flock, to the outside.
you chastised: [Heb. רְדִיתֶם,] chastised.
5. They scattered because they had no shepherd, and they became prey for all the beasts of the field, and they scattered.   ה.
6. My flock strayed throughout all the mountains and upon every lofty hill, and upon the entire face of the land My flock scattered-and none searches or seeks.   ו.
My flock strayed: They wander astray over the face of all the mountains; i.e., they are going free for anyone to do to them as he wishes, and you did not reprove them and did not judge between a man and his fellow.
7. Therefore, shepherds, hearken to the word of the Lord.   ז.
8. As I live, says the Lord God, I swear that because My flocks have become a prey, for My flocks have become food for all the beasts of the field because they have no shepherd, and My shepherds did not search for My flocks, and the shepherds shepherded themselves but they did not shepherd My flocks.   ח.
and the shepherds shepherded themselves: [Heb. אוֹתָם, lit. them.]
9. Therefore, you shepherds, hearken to the word of the Lord.   ט.
10. So said the Lord God: Behold, I am against the shepherds, and I shall demand My flocks from their hands, and I shall banish them from shepherding the flocks. The shepherds will no longer shepherd themselves, and I shall rescue My flocks from their mouth, and they will not be to them for food.   י.
and the shepherds will no longer shepherd themselves: [Heb. אוֹתָם,] themselves.
11. For so said the Lord God: Behold I am here, and I shall search for My flocks and I shall seek them out.
and I shall seek them out: [Heb. וּבִקַרְתִּים,] in the sense of visiting (בִּיקוּר) the sick.
12. As a shepherd seeks out his flock on the day he is among his separated flocks, so will I seek out My flocks, and I will save them from all the places where they have scattered on a cloudy and dark day.
separated: when they are scattered, and he walks among them and gathers them back together.
on a cloudy and dark day: for it is usual for the flocks to scatter on a cloudy day.
13. I will take them out from among the nations, and I will gather them from the lands and bring them to their land, and I will shepherd them to the mountains of Israel, by the streams and in all the dwellings of the land.
14. On good pasture I will pasture them, and on the mountains of the height of Israel will be their dwelling; there they will lie in a good fold and graze on fat pastureland upon the mountains of Israel.
15. I will pasture My flocks and I will cause them to lie down, says the Lord God.
16. I will seek the lost and I will retrieve the one astray; I will bind the broken and I will strengthen the ill, and the fat and the strong I will destroy; I will pasture it with justice.
the fat and the strong I will destroy: who pushes and presses her fellows.
17. And you, My flocks, so said the Lord God: Behold I judge between one lamb and another, among the rams and among the he-goats.
between one lamb and another: between the strong, violent men and the weak ones.
18. Is it little for you? The good pasture you graze, and the rest of your pasture you tread with your feet; you drink the clear water, and the rest you tread with your feet.
Is it little for you: that the strongest among you graze on the good pasture? If only you would not [also] tread the residues with your feet, and would let the rest of My flock eat them! But even the residue of your pasture you tread with your feet! And is it not enough for you that you drink the clear water, that you must tread the remainder with your feet?
the clear water: [Heb. וּמִשְּׁקַע מַיִם,] lit. sunken water, the clear water, whose mud sank. It was not made murky with [the movement of] the feet. The symbolic meaning is as stated by the Targum: Is it little for you that [you] feed yourself the best food, and your attendants must eat the residue of your food? And [that] you drink the best, and your attendants must drink the residue?
19. And My flocks graze upon what you trod with your feet, and they drink what you trod with your feet.
And my flocks, etc.: And My people eat the residue of the food of your attendants and drink the residue of the drink of your attendants.
20. Therefore, so said the Lord God to them: Behold I am here, and I will judge between a strong lamb and a lean lamb.   כ.
a strong lamb: [Heb. בְרִיָה,] strong.
lean: [Heb. רָזָה,] maigre in French.
21. Because you push with flank and with shoulder, and with your horns you gore all the frail ones until you have scattered them abroad.
22. I shall save My flocks, and they will no longer become a prey, and I shall judge between one lamb and another lamb.
23. And I shall put up over them one shepherd and he will shepherd them, namely My servant David; he will shepherd them, and he will be for them as a shepherd.
My servant David: A king [who will come] from his descendants.
24. And I, the Lord, shall be to them for a God, and My servant David [will be] a prince in their midst; I, the Lord, have spoken.
25. And I shall make with them a covenant of peace, and I shall abolish the wild beasts from the land, and they will dwell securely in the desert and grow old in the forests.
and grow old in the forests: [Heb. Jonathan renders: and they will age [from יָשָׁן] in the forest. It may also be interpreted as an expression of sleep (שִּׁינָה).
26. And I shall make them dwell around My hill for a blessing, and I shall bring down rain in its time; they will be rains of blessing.
And I shall make them dwell around My hill: [Heb. Their dwelling shall be blissful. וְנָתַתִּי, and I shall place, is like וְהִשְּׁכַּנְתִי and I shall cause to dwell.
27. And the tree of the field will give forth its fruit and the land will give forth its produce, and they will know that I am the Lord when I break the bars of their yoke and rescue them from those who enslave them.
28. And they will no longer be a prey to the nations, and the beasts of the earth will not devour them, and they will dwell securely, with no one frightening them.
29. And I shall establish for them a plantation for renown, and they will no longer be hidden because of hunger in the land, and they will no longer bear the disgrace of the nations.
a plantation for renown: an existence that will obtain everlasting fame.
hidden because of hunger: hidden because of hunger, because of the disgrace of hunger and poverty.
30. And they will know that I, the Lord their God, am with them, and they are My people, the house of Israel, says the Lord God.   ל.
31. And you are My flocks, the flocks of My pasture, you are man; I am your God," says the Lord God.
you are man: You are not like animals in My eyes.
