If what the Rebbe said is correct then how does that reconcile with reincarnation and the soul coming back to a different body with its own family of loved ones?

The soul is comprised of 613 components. Each of these components is "rectified" by the fulfillmint of one of the 613 mitzvot. Any of these components which have not been rectified in one lifetime must come once again in another body in order to be rectified. The parts of the soul which were rectified proceed to their reward in the Garden of Eden -- and maintain a connection to that lifetime, and their loved ones.

The Rebbe's description immediately reminded me of what Yoda says as he counsels Luke Skywalker about the Force:
"Luminous beings are we, not this crude matter."

I must believe, that we are responsible for our actions in this life. I must take personal responsibility for what I do. And yet, on a cosmic level, I do know, G_d knows everything I do and will do, and the Master of the Universe guides us all. So we live in paradox. Can we breach this wall?
Who do we blame for terrible acts. Do we put the blame on us, or on G_d, or is this a dilemma that even the greatest of minds cannot resolve?
We have evidence, massive evidence of Divine Providence in our lives. Chabad's pages are full.
Tikkun olam is a reality. We are gifted ways to make the world better, and soul rises, through such acts.
The idea of this gift of free will has its codicils and Divine Providence, that evidence, does confuse the issue for us.
It could be, our ability to reason is dominated by a story we do not yet grasp, that is entirely Divine. I see in words this bipolar aspect of existence, and it permeates all Creation.
Yes soul is immutable. We return. Tshuva.
