"Stop Complaining!"

And all believe that He answers [prayers recited in] silence -- Rosh Hashanah Musaf Prayers.

Considering that G-d knows what is in the minds and hearts of man, why is it considered "praiseworthy" that He responds to "silent" prayer?

On Rosh Hashanah, Satan and his entourage of angels come before the Heavenly Tribunal to prosecute the Jewish people. They list all the iniquities the Jews have committed.

G-d is All-Merciful and loves His chosen people regardless of their merits or lack thereof. He does not enjoy hearing them critiqued and despises those who endeavor to besmirch them.

The liturgist is saying in G-d’s praise that all believe that when He hears them prosecuting, He responds -- "Silence! Stop your complaining. I do not want to hear anything negative said about My beloved children."1
